While far more rare compared to off-shoulder shirt and off-shoulder sweater, there are a few. While an implication with cardigan is possible, implication with off shoulder isn't.

That said, I'm not looking forward to the possibility of off-shoulder cardigan being very likely to be misused en masse, especially by uploaders of that copyright. Alternatively, we could make cardigan a subset of sweater or jacket, so that "off-shoulder cardigans" can instead be called "off-shoulder sweaters/jackets".

Cardigans aren't sweaters, though for some reason people really like mistagging them, even though the difference is very obvious. Making cardigan a subset of sweater makes no sense to me from a visual point of view since, like you also identified, they're more akin to jackets in terms of form and function. I'd personally prefer to just keep them a separate category though.

The thing is, just like a gown is a type of dress, a cardigan is a type of sweater. The biggest issue behind people mistagging it is that they aren't aware Danbooru equates sweaters with pullovers by default.

I agree that cardigans are basically just open-fronted sweaters, but given that we're talking about aniem art here, visually they are relatively similar to jackets. Note that sweater vs pullover is just a linguistic difference, they're the same thing.

I'm honestly skeptical about the usefulness of off-shoulder cardigan, which I think shouldn't even have been created in the first place; since 岩戸鈴芽 pointed out cardigans are slightly similar to jackets, they feel more like a very specific version of off-shoulder jacket. Multiple instances when the "off-shoulder cardigan" tag is created, it was used to refer to normal cardigans worn hanging off the arms, which does not follow the correct usage of the previous "off-shoulder" tags like off-shoulder shirt.

For its most recent revival, the initial wiki of "off-shoulder cardigan" was written with a misleading definition that really shows a poor understanding of how the previous "off-shoulder_clothes" tags are used:

A cardigan, either closed or open, with sleeves that are off shoulder. If the sleeves are pulled down even farther, use cardigan partially removed instead.

If the tag proves that it isn't going to be useful in the long run, then maybe a deprecation would do to put the tag down for good.

Another option, if the tag proves to be unuseful in the long run and only exists to be misused, such as even being used for non-cardigan outfits (like here)
