Seems to be a duplicate. Weirdly, both entries are from 2009 so I'd like a second pair of eyes on it before approving.

In my opinion, this BUR direction is correct. Although both entries are from 2009, toraneko has a richer history to preserve. Upvoted.

@TurtlyP This needs a qualifier because it conflicts with iei (an existing tag that refers to a deceased person's photo).
