Actually, now that I think about it, is there any reason we shouldn't have two_heads and three_heads as subtags that imply multiple_heads? They're not exactly searchable otherwise, and they're the two amounts of multiple_heads I'd imagine would be the most desired to search for.
The bulk update request #27592 (forum #285868) has been rejected by @AngryZapdos.
