For other characters that don't fall under (guide), why not use the uniform tag with them? such as millennium cheerleader outfit.
When other characters wear this outfit, I don't think it's fair to call it cosplay for any one of them, since the outfits of the three are almost identical.

This would mean having both the individual skin tags and a general group tag. It's too much fragmentation. is it an official skin for all the characters, or something more like mash_kyrielight_(dangerous_beast) but shared by a few individual characters?

Self-explanatory.
Looks like a couple of posts with Hoshino's outfit in the latest story chapter (post #7865828 is a good example... of the outfit, not the mistagging) are getting tagged with hoshino_(young)_(blue_archive), either because it has certain elements in common with both of her young designs as described on the tag's wiki, or because the taggers are unaware it isn't young Hoshino. While it's not at the "this is a problem" stage yet, it might become one later as more fanart of the design gets uploaded to Danbooru.
I can see a couple ways to handle this:
