BUR #25756 has been rejected.
deprecate unworn_ribbon
Probably controversial. This tag can be considered having no utility on upon searching. While being ornamental, ribbons are not always meant to be attached on one's hair, neck, body or clothing article. If it is not worn on respective parts, hair ribbon or neck ribbon should not apply.
There's also neck ribbon removed. Should it stay as well? If so, should be aliased into unworn neck ribbon.

A ribbon can clearly be meant to be worn though. As of writing, the 2nd latest post is a clear example of that: post #7502848

Alternate option for those who disagree. If it should stay, and in case we need to put more context on tagging (more than just what appears).
Edit: Changed the 2nd one into specific alias.

It's impossible to tell what kind of *_ribbon it is until it's put on so -1 to the 2nd line.
unworn neck ribbon makes no sense, but we have undone neck ribbon which is for partially undone ones, and neck_ribbon_removed seems to be for that.
