We don't implicate fangames do we? I know yume_2kki for instance doesn't implicate Yume Nikki.

I don't know if this makes any difference, but the story of Glitchtale (which is an AU instead of a fangame, but that's beside the point) branches off directly from the Genocide run, so Frisk, Chara, and Sans are major characters. From what I can tell, the Glitchtale-exclusive characters don't appear until later in the plot.
Yume 2kki, on the other hand, seems to be closer to a spiritual successor (yume.wiki calls it a "sequel," quotes included). Other than the name, there doesn't seem to be a direct connection to the Yume Nikki universe. It's possible I missed something, but there's too much content for me to dig through and confirm it. However, since they have no plot by design, any common elements would probably be cameos at best.
I noticed Underfell also doesn't imply Undertale, but it does star the Undertale characters, though I'm not sure whether I should include that in the BUR just yet.
Honestly, I'm reticent to have tags for most fanworks that aren't heavily transformative and with properly original and identifiable-to-those-outside-fandom characters. Undertale Yellow is a good example of what I mean.
Underfell, Underswap, Storyshift, and Glitchtale are all populated by "character, but tits" and "character, but red". Tagging is mostly done by a small handful of people that edit back and forth as to which one it is or isn't. This one is almost exclusively populated by a single user uploading from fnaf ERP reddit threads and their own AI edits.
I have severe doubts about the viability of these copytags, regardless of what they get implicated to.

Because a fanwork could pretty quickly shift gears and become something that's not always worthy of including the parent tag. For example, there was an Overwatch fangame that got a DMCA notice and decided to replace all of the Overwatch characters with OCs. If that game had a copytag implicated to Overwatch, it would have to be unimplied beacuse of the switch. Obviously people would notice and it wouldn't take a huge amount of work to undo if something like that happened with an established copytag, but I think it's better to just leave it to the taggers when it comes to fanworks with their own copytags.

We can remove implications when that happens.
Plus, as stated, most of the characters in these AUs are not exactly visibly distinct.
