I believe that this artist is the person behind the "Mainichi Kireru Ikaruga Luca" account. They have a few drawings of Luca with the title "キレる斑鳩ルカです" (https://twitter.com/MK_201/status/1720812832445616156, https://twitter.com/MK_201/status/1721176849366323544) and the style looks to be the same, but I didn't find anything concrete. Whoever it is seems to want to stay anonymous.

I initially only voted, but I think it deserves to be approved. Not only the art style is the same, but I highly doubt the artist wants to stay anonymous, as the Mainichi Ikaruga Luca account is openly following a single person: Anaguma. He probably decided to create a specific account for his daily Luca art and separate it from his more "professional" one. Still, it's clearly the same artist.
