I believe that this artist is the person behind the "Mainichi Kireru Ikaruga Luca" account. They have a few drawings of Luca with the title "キレる斑鳩ルカです" (https://twitter.com/MK_201/status/1720812832445616156, https://twitter.com/MK_201/status/1721176849366323544) and the style looks to be the same, but I didn't find anything concrete. Whoever it is seems to want to stay anonymous.
