Are you allowed to have multiple accounts?

Is it allowable to have multiple accounts if they aren't used to abuse systems or avoid bans or is it automatically assumed that you are abusing something if you do have multiple?

You can have as many accounts as you want as long as you are not using them to get around the upload limits or vote multiple times on the same post/comment.

If you're going to bot though, it's recommended that you make a bot account. That way, human edits won't get mistaken for automated edits. (issue #4946)
