BUR #23083 has been rejected.

create implication black_lady -> chibi_usa

The former is an aged-up version of the latter.

Edit: Then again, we have 12 Black Lady (cosplay) posts, which of course are tagged with Black Lady automatically. Passing the BUR would mean those posts would also get tagged with Chibi Usa, and the Chibi Usa (cosplay) tag would probably need to be added to them as well. Is this an acceptable outcome?

I don't really agree with it. Black Lady may be a variant of Chibi Usa, but she is aged up and has a distinctly different personality, to the point that she is a completely different character. If you did this implication, you'd have to do the same with Mistress 9 -> Tomoe Hotaru, which runs into the exact same problem.

I deliberately excluded Mistress 9 and Tomoe Hotaru from the BUR because they actually are completely different characters, with the former possessing the latter rather than being an alternate personality. While Mistress 9 does look like an older Tomoe Hotaru in all current posts, there's always the possibility we'll get a post depicting her true form.

However, I am rethinking this BUR mainly because of the issues with implying a costume to a character, as is being discussed in topic #26219 and others. Since you brought up the possibility of Black Lady and Chibi Usa as being treated as separate characters, do you think we should remove Chibi Usa from all posts with only Black Lady, or add both without an implication when Black Lady is in the post instead of someone cosplaying as her? What about non-cosplay Mistress 9 posts?
