we do have voice_actor real_life copytags:>2 for real life depictions of the people and i do noticed that we have a mangaka tag lying around for an equivalence, maybe that can be used for narrowing down to the physical appearance of the person in the image?
toriyama and a few others do use avatars, but i think theyre the exception, so im not too worried about people not finding the human appearances since they can just do Toriyama_Akira_(character) -robot

This combination is also severely undertagged btw, a lot of posts featuring VAs have voice actor connection instead of voice actor even when they're only depicted with a single character (or they just lack the VA tag in general), and a lot of them are missing the real life tag if the VA is depicted with or cosplaying one of their charaters.
