Superhero is ostensibly a tag for the classic western-style cape & spandex-style superheroes (and villains, as it stands), but like many other costume tags it has mostly become a canon/related tag for entire franchises applied haphazardly. Almost none of Saitama is tagged with it whereas there are more pictures of Mirko and Omni-man's asses tagged it than there are of Kamen Rider getting the tag as a whole.

Despite the wiki stating it is meant as a costume tag, it has largely become a dumping ground of the big-name characters from Marvel & DC (+ the waifus). I think it's telling that smaller characters from the same copyrights don't get the tag as often, especially when they don't have robust wikis.

...there are a lot of people ready to fight me tooth and nail over this. And I do admit that if this tag was actually useful for searching for something other than Tony Stark and Steve Roger's tits it would be, well, actually useful! I personally believe that it is unlikely to be properly gardened any time soon (if ever), but many costume tags like this get reduced bullshit by clearly marking them as costume tags. Thus, this a possible sensible alternative BUR. It would need gardening to prune out the images of Tatsumaki wearing nothing but a bandaid, but I'll personally hound the people arguing with me about the nuke to put on their rubber boots and canvas gloves and get to work if this one passes.

I was letting it sit for a while to see if anyone wanted to chime in, and to think about it thoroughly. Most BURs don't need to be approved immediately, it's not the end of the world if they sit around for a month.
