BUR #23443 has been rejected.

create implication bike_shorts_under_skirt -> bike_shorts
create implication bike_shorts_under_skirt -> shorts_under_skirt

Self-explanatory.
On that note, an alias shorts_under_dress -> shorts_under_skirt might be needed as well.

This has been brought up before and people couldn't decide if bike_shorts were actually shorts. Note they don't imply shorts at the moment.

That needs to be sorted first.
