create implication shiny_and_normal -> shiny_pokemon

All shiny_and_normal posts should contain shiny_pokemon.

On a related note to this, I feel like shiny_and_normal isn't really descriptive enough as a tag name. Someone who doesn't know anything about pokemon, or who's only passingly familiar with pokemon through the anime or playing the games casually isn't going to know what it means without checking the wiki. shiny_and_normal_pokemon or even shiny_and_normal_variants_(pokemon) would spell it out more clearly.

I don't know a single thing about Pokemon and refuse to play even just one game and yet even I know what a shiny Pokemon is.

Looking at Tag Changes, there have been two instances where shiny and normal has been removed from a post in the history of its existence. I don't think many people are confused by it.

What about regional and normal?
