That sounds reasonable to me, but I think this tag should still be nuked. It's a low-count tag with a poor name (Why is "nipple" abbreviated?) and if we want a blanket tag for those, it would be easier to nuke it and pass a BUR like the one you linked to than try to populate it.
Yes, I was trying to say that when there is no easily discoverable tag that fits, then either existing tags will be polluted (like nipple tweak since it's the most popular one), or new poorly named unpopulated tags with 4 posts each are bound to be created and then forgotten, or potentially matching images just won't be tagged at all.
