I have a question about whether I should flag an upload in a certain sitation.
I see a user who made 6 consecutive uploads, the only tagging for which was the copyright and the character. No request tags, and no tagme. The posts got approved though. Should I flag such posts, or should I just throw in a tagme?
No, flagging is for posts that are against our upload rules or don't meet our quality standards. if a post is untagged then you should tag it, not flag it.

The user can be" flagged" (given a record) for laziness if their habit continues.
What punished K is referring to is the feedback system, which is different from flagging posts. Make sure to send a DMail to the offending user first to give them a chance to improve.
