To create a BUR you have to click on "Request alias/implication" in the bar at the top of the page. If you do it with this topic open, you'll be redirected to a page where you'll see a quick guide on a collapsible block of text and below it should be "This request will be attached to topic #7713: Artist alias request thread", there you can write the request and submit it.

They mention on Fantia that they collaborate with someone called ふなつき, but I didn't find anything about them.
