With a quick search, in twitter #1250344470467362827 they mention being an animator for 10 years and working on Hyouka, twitter #1458451347213221901 is about Yofukashi no Uta and the copyrights of some of their artworks match the series they worked on, so I think it's safe to say they're the same artist mentioned in sagawa haruka's oldest pictures.
