Restore pov_feet

BUR #20916 has been rejected.

undeprecate pov_feet
create implication pov_feet -> pov

Since users have had three years to get used to the idea that "pov" does not mean "focus" (BUR #3707) and one year since that alias was removed (BUR #13819), I am requesting that this tag be restored so it can be used in a way consistent with other pov tags, namely for images depicting the feet of the pov character, as I raised here https://danbooru.donmai.us/forum_posts/162925

Note that some examples already show up under pov_legs. Not sure what the distinction should be here.

I don't know if we want to have pov legs and pov feet at the same time. It's a small tag and there'd be huge overlap.
