Seems like you are the artist. Kokuya_(kokuya28) was created in forum #260880 because there are other tags named kokuya. 598teitoku was named kokuya on Danbooru since 2016, before you moved it manually.
We try to create original tags for each artist to reduce errors when posts are tagged and especially to identify the artists, because multiple artists might use the same name like in this case. When that happens, we add their username or something else between brackets. The way kokuya_(kokuya28) is now, anyone can find your artist tag if they search for kokuya or if they know your Twitter username.
