Only TheGamingRodent knows, as he's been the one largely making costume tags for VShojo and western indies. If I had to assume, because Zentreya has multiple different forms (Commander, Dragon, Cyborg and Werewolf), two of which have their own additional costumes (the cowboy bikini for the dragon form, and the 2.0 redesign and gamer outfit for her cyborg form), Rodent thought it made sense to give the base versions of Dragon and Cyborg their own "1st costume" tag... even though it's kind of redundant when you can do zentreya_(dragon) -zentreya_(cowboy_bikini).

So to keep this for a nice and short explanation, and especially since Zen is my main oshi in VShojo, Zen actually has a lot more outfits, probably around the same amount as Ironmouse if you count her days as VR Chatter.

And yeah, I basically did that just for this reason, especially if her newer model gets new outfits (if she keeps using it outside of October streams).

To be clear: I don't think we need suboutfit tags. Just have Zentreya (dragon) for the first dragon outfit and Zentreya (cowboy bikini) for the second dragon outfit. Having 3 chartags for 1 character is overkill unless there's a very strong need for it.

It won't be listed as a costume on the Virtual YouTuber Wiki nor on the Hololive Fan Wiki, so labeling it "2nd costume" would run us into issues once she actually gets her second costume. I'd say hold off on making a tag and wait to see whether or not it actually gets a fair bit of fanart on Danbooru.
Also, let's concentrate on the tags we still haven't dealt with when it comes to the List™. Like no one answered me when I asked about Shion's 2nd costume...

The tag should be bsapricot (9th costume) (vtuber). The proper qualifier order is character_(costume)_(copyright). And I'm not sure why the tag is still BSApricot (vtuber) and not Froot (vshojo) at this point given that most of her posts are under VShojo and all the wikis call her Froot and not BSApricot.

A (vshojo) qualifier wouldn't be appropriate because she could leave at any time from VShojo. Meanwhile, even if she is generally referred to as Froot, her name is still Apricot, as seen with her YouTube and her Twitch, as well as her Twitter bio.
I don't disagree on BSApricot (VTuber) having become a clunky tag at this point. She has long abandoned the handle of "BSApricot", being "Apricot the Lich" now, and it is a relic from before she debuted and was more known for her art, hence why it derives from BSApricot (would probably be appropriate to change this too).
