deprecate framed + implicate alternatives

Framed is currently connecting a variety of fairly dissimilar things by a loose thread, and has an ambiguous name. Examples of said ambiguity include post #6538169, post #6401798 (?), post #6023996, post #5893731, and so on. Other issues with this tag include viewfinders (post #6534002), photos within images (post #6546393), literally normal white borders (post #6048399), picture frames (post #5430304), etc.

I made two replacement tags and wikis for the consistent majority I could see in framed: inset border and ornate border. I don't disagree with the idea of a framed tag for cool stuff like post #6249720 or post #5721168, but it is overwhelmingly drown out by regular borders, inset borders, and this!?

Voting for this, but we would have to find a solution for the posts brought up in forum #176408 and forum #200115, because there does seem to be an understanding that after a certain point, a thick enough border does not really count as a border anymore.

I'll deprecate this for now, but I'm not sure we have enough suitable tags to replace it. And I'm not sure that implying inset border and ornate border to border is correct, since border is normally for simple borders.

I think "complex" or "detailed" are simpler ways of calling this and could be useful as aliases.

By the way the framed and border wikis could use an update to reflect the recent changes.
