rename artist_painter -> painter_(artist)

BUR #18376 has been rejected.

rename artist_painter -> painter_(artist)

I brought this up a while back (topic #20640), but this tag is, if nothing else, ungrammatical. We should at least change the name.

painter (stereotype) exists now, so it would make sense now to sort this tag into better tags where appropriate and nuke it afterwards.
