"Duration must be less than 140 seconds" restriction and request

There is this restriction for Contributors, but how about others? I searched through Help and others place, but nowhere is stated the restriction or if it change with ranks. I wanted to upload a video of 156 seconds, sadly I couldn't.

If above my rank doesn't have such restriction, can you upload this video please?

Only Admins can upload videos with a duration greater than 140 seconds as far as I know.

The official way to request for a longer video to be uploaded is via topic #14647.
