You can click on the "Edit" option located in the left bar on the PC or down if you're on mobile. A box with the tags should appear, there you can remove chichi_(manyuu_hikenchou) and simply add toyo_(manyuu_hikenchou) since it already exists.
To create new character tags you can just write "char:" before the name of the tag, like char:individual.
