Isn't bodystocking always worn under clothes? I'm struggling to find more than a handful of examples of the opposite under bodystocking.

There are plenty of posts of character who normally wear a bodystocking under clothes wearing the bodystocking on its own without the outer garment, I found post #6273731 on page 1 of bodystocking, post #6245664 and post #6245527 on page 4, post #6240702 and its 6 sibilings and I could find more if I kept going.
If you are talking about a hypothetical bodystocking_over_clothes tag, yeah I don't think that's a thing.

Well that's the problem, they're the vast minority of posts. I don't see how this tag is useful if it overlaps with 99% of bodystocking. It would make more sense to have bodystocking only or whatever we want to call it.

That doesn't sound like a particularly good solution but if that's how you wanna go then so be it
