create implication penis_grab -> hand_on_another's_penis
While hand_on_another's_penis does not always implicate a penis_grab it seems like most of their posts are interchangeable and could be aliased. Although it might be better to leave them separate, in which case I think penis_grab should at least imply the hand_on_another's_penis tag.
hand on another's penis is too likely to be used by our resident pedants on random handjobs/blowjobs. grabbing another's penis would be better.

Makes sense. Also, I didn't realize the penis_grab tag wasn't used for handjobs. I've got to go update some of my previous tags lol. Also going to edit the wiki for hand on another's penis to make it more clear.
