deprecate tan_background
Seems this tag redundantly overlaps with the existing, more descriptive light brown background. It also appears to be a lighter shade of orange background. Tan background is also used for images with backgrounds that appear much closer to white.
We do not even use tan_* to tag other coloured articles. For instance, clothing apparel that appear to have tan or beige shade are now supposed to be tagged as brown_*
