Frilled footwear

create implication frilled_boots -> frilled_footwear
create implication frilled_footwear -> frills

Boots are a type of footwear.

Footwear tags might split in the future just like *_legwear tags. So I'm not sure on the first one.

For that reason, it's not an alias but an implication.

I know, I just feel like it's a little useless to populate *_footwear tags, if we're just going to nuke/deprecate it in the future, but that's just my opinion.
