deprecate catwalk

just noticed that this wasn't already deprecated when I accidentally created it. it's been disambiguated into catwalk (walkway) and catwalk (modeling) previously, so no reason not to lock catwalk.

What's the point in deprecating a recently created tag that is already empty? The chances of it being misused are pretty low, especially since there are proper alternatives that do have posts under them. We can simply leave it like that.

Not that I'm against it, but I just don't see much benefit to doing it.

Also, Builders can deprecate empty tags manually.

maybe I’m the sole perpetrator of creating this tag and deleting it (I’ve done it several times) but catwalk is such a common term that I’m sure others will benefit from deprecating it; so common is “catwalk” that my fingers tend to fire it off without reading the autocomplete. plus it has already been disambiguated and keeping it as a parent tag makes no sense, so the logical alternative is to lock.

this should also help prevent mistags by omission, since I’m sure people are more inclined to read when they see a deprecation popup over a tag creation popup.
