Unless there's grenade types that are not intended for combat purposes, I don't see why this isn't already implicated.

There's smoke/gas grenades yes, but we utilize them against other human beings. Is there a flare grenade?

You don't use smoke grenades against other humans. It's normally for concealment or marking.

I can't argue that. Initially I thought "but that's a tactical action against so and so" but that's a moot point unless stealth/pacifism is a weapon. Reject this BUR.
