I would agree with this, but there are also characters from people who aren't artists, just avid commissioners. What should be done with them?

These would be valid comments if the vast majority of the wiki consisted of original characters from non-artists or groups. But that isn't the case. That list was always intended for use with artists.

Not that I don't agree, but what would your proposal be otherwise?

Well, I don't have a counter-proposal. The main focus is on the current state of the list, which should be deleted because as the OP states and I pointed out, everything it lists would be of more use in individual artist wikis.
If you want to readjust or make a new list which focuses solely on commissioner characters, that can be done after the fate of the current list is decided, because unless the list is locked after it is nuked, it would still be editable.
If you want a wiki for frequently commissioned OCs not belonging to a specific artist feel free to create it. It makes sense because we don't currently tag commissioners, so there's no other place to put them. But this type of gigantic list is completely useless for us, lists of artists' OCs should go in each artist's respective wiki. (Rejecting the deprecation because it does nothing, I'll just delete the wiki myself)
If someone wants to doublecheck if the artists listed in this wall of text already have their OCs linked in their wikis, you can use this link to view the previous version of the page.
The bulk update request #16794 (forum #241224) has been rejected by @nonamethanks.
Double-checked the first half of the list, the half where each artist was listed individually before the rest were stuffed together. Discovered some interesting things.
As expected, the majority of the list was artist OCs, but we did have two commissioners - acerailgun and silverfox442 - and an artist who draws borrowed OCs in butterchalk. There were some original characters that were redundantly included, as in, they had their own associated copyright already (ex. Interforce: Seoul and oso-teki Kinoko Gijinka Zukan - on that note, Entoloma rhodopoliun may have a typo, it should probably be 'Entoloma rhodopolium)'). There was a set of OCs attributed to a doujin group, but thankfully only one of them, sousouman, had a wiki, so I dumped them there.
Something I noticed halfway through was that, for some reason, sections labeled 'See also' in a lot of preexisting artist wikis were glorified 'External link' sections, or lacked 'External link' sections entirely despite linking to the artist's Pixiv or whatever. Some tags were broken, presumably because when they got bot-changed it missed the list (ex. Fukai Ryosuke being written with Ryousuke, or Zoni-ko being written Soni-ko), and one artist, Takayama Toshinori, had a bot-broken wiki for two years. There were some tags that were broken because they got manually changed elsewhere, ex. mmelica. There was also the classic case of OC qualifiers keeping the old tag name for a few chartags, notably for usui ryuu, because both their OCs actually still linked to the old artist wiki of ryusui...
nanaroku (fortress76), negi (kyouki-beya), ryogo and zenkou all have oddities beyond the list - the first links to a "secondary account" in 76 (nanaroku), the second talked about the artist's association with a sheep version of Komeiji Koishi called Koisheep and linking to a nonexisting tag (komeiji_koishi_(sheep)
), the third talks about how the artist's tag may be changed to ryuogo_(ryogo) in the future (this has been part of its wiki since its creation in 2011), and the fourth talks about how "Extra URL is 18+ work." (there is no extra URL linked).
Assuming no one else continues this, I'll handle the remaining half of the list later. In the meantime, I'd appreciate if someone could just double-check the first half and make sure that the OCs linked actually are OCs. I say this because Ryou@Ryou's entry had multiple linked chartags that just turned out to be costume tags from Phantasy Star Online 2, artificially inflating the size, so making sure everything's ok would be good (as well as checking how many OC qualifiers need to be fixed, as mentioned above).
Double-checked the second half, and once more there were some interesting things.
At initial glance, you'd think that the main point of the second list was for listing only one character, and that the first list was for multiple characters. But as I would discover, artists such as Himeoka Yuki, Otokuyou, Yuki Arare, Yoshizawa Tsubaki, Red-Eyes MacadamiaChoco all listed two. And it seemed that upkeep of that section was poor too, because I found multiple repeats from the first list, such as Sekira Ame, Kanda Aya, Monorino and Sharekoube (where the previously mentioned Zoni-ko was properly written). Found more instances of OC qualifiers keeping old artist handles, as well as some handles just being plain inconsistent, and one funny instance where an artist, sumiyao (amam) did have an original characters section already, but the one that was listed on their wiki was not the one from the list.
Ran into yet another commissioner - sinn4u - but otherwise as expected, all artists, or at least, creatives who could make their own designs, whether it be drawing it, making pixel art for M.U.G.E.N or even using 3D. Scanner and Mouse from Galge.com were listed... for some reason, same with Wooser and Darth Wooser and Ziggurat's Trinity.
A second-pass through might be worthwhile, but that should have dealt with the bulk of it. Last thing to do, and Toks is way ahead of me on starting this, is dealing with the remaining pages which still link to the list, as well as check those chartag wikis which linked it and double-check whether they're linked on their artist's wiki.
