According to https://knowyourmeme.com/memes/explosive-reactive-armor-era it's not just Ukranian ERA usage. The meme is older than that and can refer to Russian ERA usage too. Also, I wouldn't be surprised if going forward it will lose any attachment to specific countries/situations, so I don't think including any countries in the tag name is a good idea.
