Imply splatter_background/print -> splatter

BUR #14877 has been rejected.

create implication splatter_print -> splatter
create implication splatter_background -> splatter

Self explanatory. Background splatter is still splatter.
But I wonder if print can be argued not to be useful to implicate it?
