Same artist(?) I'm not sure, but their drawing styles are very similar, and I can see that their username overlaps on some their accounts.

chromapan is the name the artist currently uses for nearly all their user pages, with the exeption of Newgrounds and Furaffinity (with two different users for the same artist). All other user pages that used the old names "3Mangos" and "MongoArt" are offline and/or replaced by an user page with the current name "chromapan".
