Ship Class Reunion pool slightly too restrictive?

This may be just personal opinion, but I feel that the Ship Class Reunion pool is a bit exclusionary, mainly due to its "minimum 3 ships" requirement, which means that any ship class that only had two members can't qualify.

If there's only two, then a simple two tag search would serve the same purpose.
