It's a bit out there, but the evidence I've gathered points to fantia user 蔡京アナハイム being the same person.
1. The fantia name translates almost 1:1 into "saikyou anaheim"
2. The twitter linked in the fantia, coverpa13a shares the same half stupa13a does.
3. Both users have a preference to drawing Mayl Sakurai from Mega Man Battle Network.
4. The styles bear similarities, even if it has been a decade since.
