Unsure about this one, compared to the other ambiguous tags the wiki says Whenever possible, try to use a more specific tag instead., implying that there is not a tag for all different ways of adjusting the hair, even though it also gives a long list of alternate tags to use. Also even if we have tags like adjusting clothes it's much more vague when it comes to hair.
I'm against deprecating it, since it makes searching for images that contain girls playing/working with their hair (which I find very cute) way easier, because I can't use a query with 10 tags at once. I think I'd like it even more if tags like ruffling_hair, braiding_hair implied adjusting_hair, but that might be bad practice.
Trying what was said above, since it seems the deprecation won't go through. These are the ones I would personally call "adjusting hair", I don't think everything written in the adjusting hair's wiki would fit for an implication, but this BUR is subject to changes depending on what is said.
Edit: removed braiding hair from the BUR due to what was said below, I'm going for the mildest option, me or someone else can try the other implications later if this go through.

The implications seem good to me, checking about 20 posts per each of those tags I saw what I expected - people adjusting their hair in different ways.
I only have one question - adjusting_hair wiki says that the action applies to characters adjusting their own hair. Is simply changing it so it applies to both characters adjusting their own hair and characters adjusting the hair of others good enough, or should there be some distinction?
Also - hand_in_own_hair deserves the implication as well, in my opinion. Checked two pages of posts, in all of them I'd say the character is adjusting their hair in some way. Not quite sure about hair_brushing (which also has a lot of posts without a hair_brush, according to the wiki a hair brush is necessary), in posts where the hair is being brushed downwards, without being held, I wouldn't call that adjusting hair (though I guess it technically straightens it, thus adjusting it).
So are we finally abandoning any pretense of a distinction between hairdressing and adjusting_hair, then? Because if we are, we might as well create a hairdressing -> adjusting_hair implication. And one for cutting_hair too, since it seems that this would also fit into our expanded definition of "adjusting".
