Previously proposed in topic #19745 but that topic tried to do 5 things at once so it was bound to fail.

"Letter" seems worse than "phrase" because あ and ア don't really strike me as letters, unless the Gawr Gura stuff were kept in this tag and everything else was moved to ah.

I believe the issue stems from the origin of the tag being a specific kana that is the exclamation "ah". The modern popularity is of the literal letter. Many recent ones are tagged spoken letter, after all.

We're using the tag for two different things and there's no reason to be pedantic about a phrase vs. a letter. This should be two different tags. We have plenty of others, like ze_(phrase).
