So what about something like starry_sky. Isn't that also just a compound tag of star_(sky) and night?

Not really, tags like starry_sky and cloudy_sky are for when the sky is mostly filled with stars or clouds. There may only be a single star or cloud in the sky, in such cases one should not use the *y_sky tags.
And you also have images depicting the transition between night and dusk/dawn see: starry_sky ~dusk ~dawn

starry_sky's not as simple as night_sky as it accommodates daytime skies full of stars like post #2773891, but not nighttime skies with only a few stars such as post #4956293. I also don't think it deserves to be nuked; it does a good job of denoting prominently starry skies.
