Same artist. Included in the twitter bio for atoshi's existing Twitter account is the statement: "I moved my account" + a link to the yukimushi handle. Both link to the same Pixiv.

Shouldn't it be the other way around? Especially that there's no other tag named "mowatoro".

Appears to be the same artist, perhaps an NSFW alt. They've both been seen using the exact same nickname for multiple URLs (shinzerotype). Tonbery's name in their blogspot mentions the number "04".
And their profile pictures are of the same green creature (evident by the single horn), with 04bou's one wearing a paper bag.

Edit: This pixiv commentary confirms it. 04bou was involved in a joint magazine; Searching up "04" in the joint magazine page brings up Tonbery's name while "04bou" is nowhere to be found.
