create implication pumps -> high_heels
They're the first thing that comes to mind when I think about high heels, one might argue that there are images where you can't see the heels like post #5232394, but I guess they should go with flats or other tag if you can't see them.

I can say that yes this would do well as a merge. Pumps are a type of heel yes but they are a heel regardless.
Alternatively we might think about double tagging. Every thing with the tag pumps has the heels tag, but not every heels tag has the pump tag as i've seen this with stilleto heels often. It would make search easier although could be considered redundant.
