remove thigh_boots -> thighhighs implication

remove implication thigh_boots -> thighhighs

This implication is extremely stupid for an extremely simple reason - thigh boots are not thighhighs. It makes zero sense on any level.

The only reason I can think this would be even vaguely useful for is stuff like cowboy_shot posts where it's ambiguous whether it's boots or thighhighs, in which case it should just be tagged whatever it most resembles rather than both.

If this implication is removed and someone is gonna go through the posts and remove thighhighs where it doesn't fit, remember to also remove the colour_legwear tag from the same posts if tagged.

How many years it took to just do it?
When random user shout for it, nothing is being done. but when a builder does it suddenly everyone agree "yeah this implication is stupid"
