A lot of the posts with this tag are just a faint outline under the clothing, i.e. bralines. If I were searching for posts with a bra in them, I really wouldn't want to see things like post #3603033 in the search results.
But bralines is already its own separate tag, so that just means the posts with bra visible through clothes or bralines need cleaning up with the correct tag applied to each beforehand?
No tag ever "just needs to be cleaned up". If a tag, on its surface, looks like it applies to something, taggers will continue to use it for that thing no matter how many times we clean it up. As a rule, we have to treat taggers like children and assume that they'll use tags in the dumbest way possible, because history has repeatedly shown that someone here always will.
Users see posts with bra seams visible through thin fabric and tag them with the first tag that comes to mind. That tag will often be bra_visible_through_clothes because it's the bigger tag, and using it for this purpose seems perfectly reasonable — if you ignore the wiki. This isn't something we can change without renaming the tag to something ridiculously specific and unintuitive, and the site owner has expressed increasing frustration with having to do that. Unfortunately this means that this tag will always end up getting abused, and denying the implication is the only way to prevent bra from being contaminated as well.
