create alias jpeg_artifacts -> compression_artifacts

jpeg artifacts are a type of compression compression artifact, but jpeg suggests jpeg, or at least image. There are other posts that are not jpegs or images that have this tag (jpeg_artifacts -filetype:jpg, jpeg_artifacts animated). Renaming to compression_artifacts encompasses both of these.

You don't need the second line since the antecedent is already a meta tag. Though I don't see why it is if we're using meta tags to tag things not present in the image, which compression artefacts definitely are.

It's a meta tag for the same reason cropped and decensored are meta tags; it's based on alterations to the image that presumably did not exist in the original. It's a reasonable assumption that artists work in PSD or equivalent filetypes rather than in JPEG.

Also, as evazion noted, uploaders copying jpeg_artifacts from child posts to parent posts (often PNGs on Pixiv) was a common mistake, and it was hoped that the prominence of meta tags would help alleviate this.

Removed. The meta debate for artifacts comes from topic #14713 and topic #14678. Since they agreed that artifacts are meta, this should still follow that convention. Reopen the debate in another BUR.

Good chunk of jpeg_artifacts -filetype:jpg are jpegs resaved as pngs (e.g. post #2500981), artists being artists by reusing jpegs in their own artwork (e.g. post #3638544), taggers being blind and confusing it with other image defects (e.g. post #4929889 color banding was tagged as jpeg artifacts) or some weird stuff like post #2378424. jpeg_artifacts animated are people confusing h264 artifacts as jpeg artifacts, because both use DCT algorithms to compress the data.

If you want to generalise, dct_artifacts might be a better tag, since DCT artifacts are distinct from other kinds of compression artifacts. Otherwise I see no point in proposed alias, better do some gardening.
