Tautological. A character with winged arms has wings. To say to winged arms are not wings is to say that birds don't have wings.
The wings tag is enormous so there's no chance it'll affect the search of people looking for normal back wings, and it's already mixed with wings all over other parts of the body due to various implications pulling the tag in.
