Sleeveless deprecation

BUR #9737 has been rejected.

Serves no real purpose and in searches, even sleeveless garments don't work well with the tag it implies.
See sleeveless shirt that adds the sleveless tag on post #5016959, despite the character still wearing a coat, hence why long_sleeves gets added as well.

If the deprecation doesn't work, I am still in favor of at least deimplicating everything from sleeveless, as sleeveless should be an attribute to the character, and not the garments, because the character could still wear a coat, making the sleeveless tag very confusing, as it appears alongside the long_sleeves tag in the example.

If only we could know what most people think when they first see "sleeveless", that is, what a tagger consider it to be without reading the wiki, I believe most people think it refers to the person and not to the clothing, that seems more intuitive.

"If a person is searching for a person without any article of clothing on the arms, they could just search for bare arms", not everyone agrees that bare arms should be used when the subject is wearing bracelets, armlets etc.

Imo, the only things that should count against bare arms are, obviously, detached sleeves, gauntlets, bracers and elbow gloves (and anything big like those that I could have forgotten). In short, +1.

The tag is essentially useless as it is now; with all the implications to it it's a search for "posts with a garment that lacks sleeves", something I really don't think anyone is particularly interested in finding. They're much more likely to be looking for entire outfits that lack sleeves, which is a much more painful task as the tag is polluted with detached sleeves, jackets and the like.

If this BUR goes through then sleeveless should be replaced with a sleeveless_outfit tag, which for obvious reasons shouldn't be implicated to any of the other sleeveless_x tags.
