It's... tricky. Character frequently makes use of Japanese affectations and Japanese phrases. Character's name is also a Japanese surname. Some of the other character within the same Vtuber "group" also have Japanese names (spelled out phonetically using Chinese hanzi).

I think it's intended to be "Wasecchi" (with 叽 being a phonetic approximation of Japanese -cchi used for forming nicknames), but I'm not 100% sure about this. And the Vtuber's name is rendered as 早稲チー in Japanese, roughly "Wase Chii".

We have exoskeleton for mechanical frames people can wear, but that example doesn't really appear to be mechanized. They might just be leg braces, though that's a very small tag itself.

Given that it looks to be a fantasy image and the male(?) character is described by its tag as a homunculous, I figure the artist's intention is that the legs are also meant to be magically powered, but it's just a series of braces and hinges with no actuators, so, 'tag what you see'. Could always be changed if future images make their function more apparent.
