Gag implications

I assume gag removed should be removed from gag around neck posts?

I think gag around neck should imply gag removed actually, since it's not being worn (ie, gagged).

I thought about that but some *_removed tags mention that the thing shouldn't be worn at all, so I was unsure.
Editing the BUR to that.

Well a good amount of gag around neck already have gag removed, and not all were added by the same guy, so it doesn't look like a problem.
