I'm going to go the opposite route and propose we nuke them, because I don't understand why we have these tags at all.
These tags would make sense if we were using them as a way to make non-gold users' life easier with search, but given the different forms are mutually exclusive in tagging, we don't gain anything other than padding.
Consider the following example: to search for the alolan form of vulpix you do alolan_vulpix. To search for vulpix and alolan vulpix together you do alolan_vulpix vulpix. What's the point of alolan form or alolan_and_normal then? It's got the same problem that gen 1 pokemon and company had: it's a useless padding tag. It's just there to do a taxonomical categorization, it serves no purpose as a tag.
They are also legacy tags: they cannot imply individual characters anymore, and they'll likely never be used for other pokemon again, given they're single-game gimmicks.
